Ministry of Ecology and Environment | Minister of Ecology and Environment Huang Runqiu Visits Beijing Urban Sub center to Investigate Ecological Environment Protection Work

On April 18th, Minister of Ecology and Environment Huang Runqiu went to the Beijing Urban Sub center to conduct research on ecological and environmental protection work.

The governance and protection of water ecological environment is an important component of the planning and construction of Beijing's urban sub center. In recent years, Tongzhou District of Beijing has adhered to multiple measures and continued to deepen the battle to protect the blue water, resulting in significant improvement in the quality of urban and rural water environment. Huang Runqiu went to Beiguan Dam, Yulinzhuang Water Quality Automatic Monitoring Station, Yangwa Dam National Water Quality Assessment Section, and other places to inspect the construction of the ecological corridor of the North Canal, the improvement of the shoreline environment, and the water environment of the river channel. He gained a detailed understanding of water quality, ecological flow, sewage interception network construction, and rainwater and sewage diversion, and carefully inquired about the concentration of indicators such as ammonia nitrogen, total nitrogen, and total phosphorus. He pointed out that it is necessary to coordinate the management of water resources, water environment, and water ecology, promote the continuous improvement of water ecological environment quality, gradually restore the ecological function and biodiversity of the watershed, promote "human water harmony", and strive to provide more high-quality ecological products and create more and better hydrophilic spaces for the people. To implement the closed management requirements of "discovering problems, tracing problems, and rectifying problems", strengthen the analysis of pollutant emission characteristics, further strengthen pollution interception and control, effectively control the discharge of various pollution sources from the source, and promote the coordinated prevention and control of surface water and groundwater pollution. We need to plan ahead to do a good job in water environment supervision and emergency response during the flood season, and firmly adhere to the bottom line of ecological environment safety.

Beijing Bishui Regenerated Water Plant undertakes 84% of the domestic sewage treatment tasks in the urban sub center built-up area, serving nearly 700000 people. The effluent meets the four types of surface water quality standards, and is a demonstration base for the transformation of national water special achievements during the 13th Five Year Plan period, an ecological environment education base, and an open unit for environmental protection facilities. Huang Runqiu came to Beijing Bishui Regenerated Water Plant to investigate the utilization of sewage treatment. He inspected the facilities such as the recycled water treatment system and biological deodorization system in the sewage treatment workshop, and gained a detailed understanding of the sewage treatment scale, treatment process, recycled water quality, pipeline network, and supply users. He also listened to the water plant's introduction on planning and constructing a water ecological green and low-carbon technology city. He emphasized the need to adhere to scientific design, strengthen water quality monitoring, and ensure that the effluent quality meets the discharge standards. We need to coordinate water quality purification and ecological landscape construction, increase efforts in regional recycled water recycling, standardize the treatment and disposal of sludge, and continuously improve sewage treatment and consumption capacity.

Hou Feng, Chairman of China Water Environment Group, reported to Minister Huang Runqiu on the technological advantages and successful application practices of distributed sinking regenerated water ecosystems. Minister Huang Runqiu expressed concern and affirmed the effluent quality standards and utilization rate of recycled water in the Bishui Reclaimed Water Plant.

In spring, the earth is stained with greenery. Huang Runqiu came to the Urban Green Heart Forest Park to listen to the overall introduction of ecological environment protection in the sub center of the city. He saw that the former chemical factory had become the "Urban Green Heart", and he affirmed this. Huang Runqiu pointed out that it is necessary to strengthen the risk control of soil pollution, conduct regular monitoring, comprehensively implement safe utilization and strict control measures. We need to strengthen ecological protection and restoration, correctly handle the relationship between natural restoration and artificial restoration, and achieve a combination of green expansion, revitalization, and protection. We will create a more beautiful and livable urban sub center, continuously enhancing the people's sense of ecological environment acquisition, security, and happiness.

During the research period, Huang Runqiu also visited the Beijing Urban Library to investigate the construction of low-carbon buildings and the utilization of renewable resources.
