The Zhuangqiao Purified Water Plant in Jiangbei District, Ningbo is the first underground recycled water system developed in a coordinated manner both above and below ground in China. It has a daily processing capacity of 150000 tons and is responsible for the sewage treatment of 300000 people in the surrounding area. Create the "Ningbo model" of resource sharing with the national policy of "one place, two certificates, and coordinated planning". The underground solution to local water ecological governance issues, and the development of emerging intelligent manufacturing industrial parks on the ground, is a comprehensive development model of "synchronous above ground and underground, equal emphasis on people's livelihood and industry". This project aims to break through innovation and balance the urgent needs of "people's livelihood concerns" and "industrial development", promoting the construction of high-level innovative cities and providing new solutions for urban renewal and sustainable development.

The biggest beneficiaries of exploring new models are still the surrounding people and urban governance. The project aims to achieve maximum recycling and reuse, focusing on four reuse directions: ecological water replenishment for river channels, landscape irrigation water, high-quality industrial direct water supply, and municipal miscellaneous water supply. Through the networked supply of "recycled water pipes+industrial water supply pipes+urban river network", it has accumulated over 15 million tons of ecological water replenishment for rivers in the north of the Yangtze River and other areas.

At the same time, the project fully utilizes the warm winter and cool summer water temperature characteristics of the underground water plant, and focuses on developing green and energy-saving water source heat pump systems to promote energy conservation and carbon reduction integration. By using the principle of heat pumps, air or water is used as a refrigerant to increase the temperature and then transported to the building. It can provide heating and cooling for approximately 200000 square meters of surrounding aboveground buildings, saving about 50% of electricity consumption compared to traditional air conditioning and reducing carbon emissions by about 4500 tons per year.

At present, all 20 buildings in the above ground emerging intelligent manufacturing industrial park have been capped, and the main construction has been completed. According to the original plan, it will be completed by the end of June 2024. At that time, this industrial park that integrates production and manufacturing, research and development design, pilot scale achievement transformation, production enterprise headquarters, product display, and production service supporting functions will attract small and micro enterprises in the incubation and acceleration periods to settle in
