On the morning of January 2, 2024, amidst applause and the launch of the putter gilding ceremony, the Phase II Expansion Project of Jiaomei Urban Sewage Treatment Plant by China Water Environment in Zhangzhou, Fujian Province, successfully commenced operations. This accomplishment marked the realization of an urban ecological complex, featuring a "sunken reclaimed water plant + above-ground ecological sports park", representing a significant triumph in the continuous efforts to combat water pollution in the Taiwanese Investment Zone, Zhangzhou.

Green new infrastructure upgrading technology facilitates the implementation of full-sunken mode construction
Environmental issues are closely tied to people's well-being,The Zhangzhou Taiwanese Investment Zone, situated in the easternmost part of Zhangzhou City and neighboring Haicang District of Xiamen City, gained state-level recognition as a Taiwanese Investment Zone, approved by the State Council on January 21, 2012. Demonstrating foresight amidst robust economic and social progress, the Taiwanese Investment Zone initiated strategic planning. In 2016, the Management Committee of Zhangzhou Taiwanese Investment Zone collaborated with China Water Environment to execute a comprehensive water environment improvement project within the zone. Concurrently, they actively advanced the Phase II Expansion Project of the Jiaomei Urban Sewage Treatment Plant. Recognized as a pivotal sewage treatment project in Fujian Province and a vital livelihood project in Zhangzhou City, this endeavor incorporates green new infrastructure upgrading technology and adopts a fully sunken construction approach. With a designated treatment capacity of 100,000 tons per day, it effectively addresses over 80% of the region's sewage treatment needs. Notably, the project features a first-stage treatment capacity of 50,000 tons/day for water supply, ensuring effluent quality meets Grade A standards. Following the standard upgrades, the tail water quality can achieve a Quasi-Class IV water classification.
Since the inception of the project, faced with tight timelines, substantial tasks, and formidable challenges, the construction team has diligently adhered to measures such as site management, quality enhancement, and safety assurance. They successfully accelerated the construction schedule, overseeing the entire process from design to implementation. Despite the complexities, the construction party increased investments in personnel, materials, and machinery, with over 600 workers engaged during the peak period. Su Shanmin, the deputy general manager of Fujian Region of China Water Environment and general manager of Minxin Company within China Water Environment, emphasized, "The Phase II Expansion Project of Jiaomei Urban Sewage Treatment Plant adopts the core technology of China Water Environment—the distributed sunken reclaimed water ecosystem. This showcases the pivotal role of engineering technology in ecological civilization construction, fundamentally eliminating the traditional sewage treatment plant's impact on the surrounding environment and contributing significantly to the enhancement of people's well-being and happiness.

Designed as a comprehensive municipal project encompassing a "Sunken Reclaimed Water Plant + Above-ground Ecological Sports Park," this project is poised to become the largest fully sunken reclaimed water plant in Fujian Province, featuring cutting-edge technology unparalleled in China. Beneath the surface lies a water plant, while aboveground, an environmentally friendly open sports park will take shape. Serving as an ideal space for relaxation and recreation, it actively addresses the growing demand for a beautiful ecological environment.
Zhangzhou Taiwanese Investment Zone, a national zone for Taiwanese investment, prioritizes the joint development of an industrial new city and a livable new city. The recently finished Phase II of the Jiaomei Urban Sewage Treatment Plant significantly enhances the ecological quality of the entire region, facilitating the transformation and upgrading of the urban and rural environment. Positioned at the core of the Zhangzhou Taiwanese Investment Zone, it is poised to evolve into a new type of "ecological complex," contributing significantly to the creation of the region's distinctive city identities such as "water city," "green city," and "famous cultural city."

Su Shanmin affirmed the Minxin company's commitment to prudent operation under the guidance of the district Party Working Committee and Management Committee, supported by all district departments.
