Recently, the 28th session of the United Nations Climate Change Conference (COP28), also known as the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change, featured the opening ceremony of the "China Pavilion" and a side event on "Ecological Civilization and Beautiful China Practice" held in Dubai, United Arab Emirates. The Ministry of Ecology and Environment hosted a side event titled "Coordinated Efficiency in Pollution Reduction and Carbon Reduction: Achieving a Win-Win for the Environment, Climate, and Economy". During this event, they unveiled the 2023 China Typical Cases of Coordinated Efficiency in Pollution Reduction and Carbon Reduction, with the China Water Environment Group's Bishui Sunken-type Reclaimed Water Plant in Tongzhou, Beijing being selected.

Huang Runqiu, Minister of the Ministry of Ecology and Environment of China, attended the opening ceremony and side event and delivered a speech. Xie Zhenhua, China's Special Envoy for Climate Change Affairs, Liu Zhenmin, former Deputy Minister of the Ministry of Foreign Affairs and former Deputy Secretary-General of the United Nations, and President Sultan al-Jaber of COP28, among other domestic and international guests, were present. The opening ceremony was presided over by Zhao Yingmin, the head of the Chinese delegation and Deputy Minister of the Ministry of Ecology and Environment. At the thematic side event, the Bishui Sunken-type Reclaimed Water Plant in Tongzhou, Beijing showcased itself as a typical case of coordinated efficiency in pollution reduction and carbon reduction on the international stage. It demonstrated successful practices that the Chinese water industry can learn from, replicate, and promote, injecting new momentum into global green development. List of the 2023 China Typical Cases of Coordinated Efficiency in Pollution Reduction and Carbon Reduction
As the largest reclaimed water plant in Beijing's urban sub-center, the Bishui Sunke-type Reclaimed Water Plant uses the group's independently developed distributed sunken-type reclaimed water ecological system. All sewage treatment facilities are located underground, providing the city with a stable secondary water source of high-quality reclaimed water. The plant applies low-impact development technology and reclaimed water utilization technology from sponge cities in above-ground landscaping, serving as an integrated green model for both above-ground and underground areas. In recent years, the Bishui Sunken-type Reclaimed Water Plant in Tongzhou, Beijing has continuously explored coordinated pollution reduction and carbon reduction measures. The application of intelligent aeration control systems, intelligent dosing systems, and facilities such as water source heat pumps has achieved significant energy savings and carbon reduction effects. The plant can achieve an annual carbon emission reduction of over 10,000 tons, fully embodying the concept of resource recycling.
