Xi'an Yanta Qiwang Reclaimed Water Plant is a sunken reclaimed water plant with high-quality effluent. It's also a key project for water control that produces clear water for the development of Xi'an. Moreover, it's a major municipal supporting project in Yanta District, in charge of domestic sewage treatment in some areas of Yanta, and a comprehensive demonstration base of water ecology that integrates popular science education, a space of exercise and leisure as well as an ecological landscape for the wider society. The plant covers 40 mu, with a daily treatment capacity of 50,000 tons of water. The effluent standard reaches Class IV of surface water. It features environmental friendliness, intensive use of land, utilization of resources and ecological security.

"Eight rivers surrounding Chang'an City" is a description of the nice water environment of Chang'an (now Xi'an, Shaanxi Province) during the Han and Tang Dynasties. "Eight rivers" refer to the Wei, Jing, Feng, Lao, Jue, Hao, Chan, and Ba Rivers, all of which belong to the Yellow River system. Among them, the Jue River is divided into two branches and the Zaohe River is to its north.
The reclaimed water is used for water compensation for the rivers' ecology by the water plant.
Zaohe River, with a total length of 35.85 kilometers, passes through the main urban area of Xi'an, with a dense population. In 2018, Xi'an teamed up with the China Water Environment Group to clean up the Zaohe River for the benefit of citizens. The plan was conducted under the principle of "joint deployment of four reservoirs, transferring clear water into the city, building rivers and parks together, and replacing reservoirs with rivers". Additionally, an underground sewage treatment plant was built using the group's reclaimed water system. This ensured a seamless connection between the afforested factory area and the park. Yanta Qiwang Reclaimed Water Plant, as a key project to better people's livelihood, not only harnesses water to prosper the city with clear water in Xi'an but also represents the magnificent landscape of the "eight rivers surrounding Chang'an City". It is of great significance to practice the national strategy of "the Great Protection of the Yellow River".
