CWEG Chairman Hou Feng was Invited to Attend the Forum on Green Development of “4 Provinces of North China + 8 Provinces of South China” and Deliver a Keynote Speech

     From Oct. 10 to 11, 2016, the Forum on Green Development of “4 Provinces of North China + 8 Provinces of South China” was held by the China Association for Promotion of Development Financing in Ganzhou. CWEG Chairman Hou Feng was invited to deliver a keynote speech entitled “The Application of PPP Model in Water Environment Management and Green Development”, and launched the Initiative of Green Industry Alliance on behalf of more than 30 organizations.
    Chen Yuan, Vice Chairman of the CPPCC National Committee and Chairman of the China Association for Promotion of Development Financing (CAPDF), attended and gave an important speech. Nearly 500 experts, scholars and representatives from local governments, enterprises and media agencies across 4 provinces of North China (Inner Mongolia, Heilongjiang, Jilin and Liaoning) and 8 provinces of South China (Fujian, Jiangxi, Hunan, Sichuan, Guangdong, Guangxi, Guizhou and Yunnan), including Li Jiping, Executive Vice Chairman of the CAPDF and former Vice President of the China Development Bank, and Zhao Baige, member of the Standing Committee of the National People""s Congress, Deputy Director of the Foreign Affairs Committee of the Standing Committee of NPC and Chairman of the Advisory Committee of CASS-RDI Project (Research and Development International, Chinese Academy of Social Science), participated in the forum.
CWEG Chairman Hou Feng highlighted the significance of PPP model to green development in his keynote speech
   “With the acceleration of industrialization and urbanization, the ecological value has become increasingly prominent,” noted Chen Yuan, “In such context, ecological resource-abundant areas in China should transform their traditional concepts and patterns of development, and develop ecological finance and green finance by virtue of sustainable ecological resources, turning ecological advantages into development competitiveness. For the 4 provinces of North China and 8 provinces of South China, they should facilitate exchanges on green development, and incorporate the scientific planning and legal system building into the development of eco-compatible infrastructure and industries to attract the participation of citizens and private capital. In this way, poverty alleviation and the construction of China’s characteristic towns and ecological civilization can be coordinated, providing examples for the development of garden-style urban cities.
Chen Yuan gave an important speech regarding the connotation of green development and the new mode of urban-rural coordinated development
   According to CWEG Chairman Hou Feng, as a pivotal part of green development, water environment management is embarking on a development path toward comprehensive watershed management from purely WWTP building. Realization of the path is grounded on water quality improvement, centered on ecological civilization construction and reliant on value-added industrial upgrading. In the supply-side reform of green development, the PPP model is of great importance, providing an effective solution to the phased implementation of PPP projects based on the overall planning of water environment, water ecology, water economy and water culture. In this model, the role of government goes beyond “attracting capital” to “introducing wisdom”, and people are fully involved and empowered to enjoy the fruits of ecological civilization construction.

   The forum also announced the launch of the China’s Characteristic Town Investment Fund.
   CWEG Vice President Fang Yong and Investment Director Peng Caiyun participated in the above events.
