EZhou Aerotropolis Regional Water Environment Management PPP Project Launched Officially
2017-08-08 Held on the morning of Aug. 7, 2017, flags fluttered in breeze and cannons boomed to celebrate the ceremonious opening of the EZhou Aerotropolis Regional Water Environment Management PPP Project Mobilization Meeting. Yu Chengying, member of the Leading Party Members’ Group of Ezhou Municipal Water Authority and Chief Engineer, Wei Cailin, Deputy Director of the Ezhou Municipal Environmental Protection Bureau, Zhu Jianming, Deputy General Manager at Ezhou Water Group Co.,Ltd., and other leaders from the water resources bureaux, construction bureaux, environmental protection bureaux, and administrative examination and approval service bureaux of Echeng District and Huahu Development Zone; CWEG East China Division General Manager Wei Zhiwen, Li Huijin, Deputy General Manager of the Second Construction Co., Ltd. of China Construction Third Engineering Bureau, Wang Qiang, Deputy General Manager of AVIC Planning and Design Institute Co., Ltd., Chen Feng, Executive Deputy Manager of Shandong Provincial Urban Construction Group, as well as other representatives of these four consortium bidders of the EZhou Aerotropolis Regional Water Environment Management PPP Project, attended the meeting.
Yu Chengying, member of the Leading Party Members’ Group of Ezhou Municipal Water Authority and Chief Engineer, addressed the meeting. “The implementation of the EZhou Aerotropolis Regional Water Environment Management PPP Project will help improve wastewater collection of the Huahu Development Zone, the water environment quality of urban inland rivers, the water quality of the Flower Lake, and promote the construction of urban-rural flood control and drainage systems for Zhonggoutao Watercourse, Suoquangang/Hulugang Watercourse, Xiaoqiaogang Watercourse, and Huahugang Watercourse.”
At the meeting, Yu Chengying congratulated the four consortium bidders on their winning of the EZhou Aerotropolis Regional Water Environment Management PPP Project, requiring them to take the Huahu WWTP (Phase 1) as the time node to quicken the construction of all related sub-projects to meet the deadline, while ensuring project quality, in a bid to comprehensively improve the water environment quality of Huahu Development Zone, and create a water culture of “calm water, abundant water, flowing water, clean water, beautiful water environment”.
According to CWEG East China Division Deputy General Manager Mu Zizhu, who is responsible for the construction of the project, CWEG has now become a leading investor and operator in comprehensive water environment management and the frontrunner of water environment industry in China, with strong comprehensive strengths and extensive experience in project investment, financing, design, construction and operation. So far CWEG has successfully implemented a portfolio of national water environment management PPP demonstration projects, including the Beijing-Tianjin-Hebei Integration: The North Canal Watershed Management, Shanghai Jiading District Nanxiang Underground WWTP, Guiyang Nanming River Water Environment Management Project, Dali Erhai Lake Water Environment Management Project, and Sichuan Guang’an “Clean Water Action” Regional Water Environment Management Project. On behalf of the four consortium bidders, Mu Zizhu said that the four partners will step up project construction in a safe and efficient manner while ensuring quality, so as to reassure the Ezhou municipal government and people.

Project Overview
Located within the Huahu Development Zone and EZhou Aerotropolis, Hubei Province, the EZhou Aerotropolis Regional Water Environment Management PPP Project is implemented in two phases. Near-term sub-projects to be implemented include the Phase 1 Huahu WWTP (20,000 m3/d), sewer pipe network (57.06km) supporting the Huahu WWTP, new rainwater pipe network (22.25km) for the Huahu Development Zone, new rainwater and wastewater distribution pipe network (2.04km) for the Huahu Development Zone, Xiaoqiaogang Watercourse comprehensive water environment management (3.5km), Zhonggoutao Watercourse comprehensive water environment management (7.7km), and Suoquangang/Hulugang Watercourse comprehensive water environment management (4 km). Long-term sub-projects include the Phase 2 Huahu WWTP (20,000 m3/d) and the Aerotropolis WWTP.
Situated at the south of Zhoushan Village and Huayang Road, east of Flower Lake Port, west of Jiuxiang Road, the Huahu WWTP covers a total area of 80.2 mu (net land area of 71.6 mu) and has a treatment capacity of 40,000 m3/d (phase 1 capacity of 20,000 m3/d). Relying on CWEG’s patented and optimized multi-stage AAO (anaerobic-anoxic-oxic) technology for biological treatment and the high-efficiency sedimentation tank for advanced treatment, the Huahu WWTP produces effluent achieving the (GB18918-2002) WWTP Effluent Discharge Standard Class IA, and qualified effluent will be released into the Flower Lake Port.
