      On Aug. 8, 2017, according to the feedback from the Central Environmental Inspection Team, Li Zaiyong, member of the Standing Committee of the CPC Guizhou Provincial Committee and new Secretary of the CPC Guiyang Municipal Committee, investigated the environmental renovation work taking place at the mainstream of the Nanming River, Shixi River and Guancheng River, and visited the Qiangshan Underground WWTP and Jinyang WWTP (Phase 2), etc. Municipal leaders including Li Zhong, Director of the Guiyang Municipal People""s Congress, Wang Baojian, Chairman of the CPPCC Guiyang Municipal Committee, Li Yuede, Deputy Secretary of the CPC Guiyang Municipal Committee, and Chen Shaorong, Executive Deputy Mayor of Guiyang, along with leaders from CWEG, including Gao Lin, General Manager at Xin Kai Water Environment Investment Co., Ltd. under CWEG, participated in the investigation.

      On the morning of the same day, at the Yizhong Bridge-Chaoyang Bridge reach of the Nanming River, Zuo Zhangchao, Director of the Guiyang Water Authority, and Gao Lin, General Manager at Xin Kai Water Environment Investment Co., Ltd. under CWEG, reported to Li Zaiyong on the achievements of the Nanming River Water Environment Management Project and won the admiration of Li. Along the Nanming River, Li Zaiyong checked the water quality, identified problems, discussed solutions, and learned about the water environment management progress of the Nanming River’s mainstream and tributaries, as well as the follow-up work arrangements in detail. 
       Li Zaiyong noted that the urban ecosystem is like a community with shared future, in which the water environment management of the Nanming River is closely tied to neighboring residents’ quality of life. This requires that Guiyang should focus on problem-solving orientation, work out accurate solutions, innovate investment & financing models, step up pollution control at the reaches of the Nanming River, including Shixi River and Guancheng River, and take solid steps to promote wastewater recycling and reuse, in an effort to achieve delicacy management of the water environment.
       During his visit to the Qingshan Underground WWTP, Li Zaiyong asked carefully about the WWTP’s construction cost, treatment capacity, and sludge disposal process, etc. He spoke highly of the WWTP for its advantages of “eco-friendliness, land intensiveness and resource utilization”, and encouraged CWEG to proceed with the project. After checking effluent samples, Li said that CWEG should devote greater efforts to promote the reuse of effluent for landscaping, and leverage the Internet and big data technology to manage the Nanming River Project and showcase its achievements.
       With a total treatment capacity of 100,000 t/d (Phase 1 and Phase 2), the Phase 3 of the Jinyang WWTP is also required to be accelerated to meet follow-up urbanization needs. Li said, “We must take holistic and scientific approaches to reconcile new area development with wastewater treatment, and regulate the construction based on ecological environment indicators such as greening, air quality and wastewater treatment, thus continuously optimizing the ecological environment.”
       “The management of water environment entails taking holistic and innovative approaches. First, we should incorporate both long- and short-term goals into the top-level system design, and take more pragmatic and specific measures to restore clear water as the source of life for the city and people, ensuring compliance with the highest standards; second, actions should be put in place to enhance the reservoirs and lakes’ ecological value in regulating climate, improving air quality, and boosting biodiversity, etc; third, big data technology should be used to drive innovation in the field of water environment management; last, the mechanisms of “River Chief” and “River Reach Chief” should be promoted in an all-round way to clarify water management responsibilities and strengthen river cross-section quality evaluation at the district, municipal and county levels,” Li emphasized.
       Furthermore, to answer the Central Environmental Inspection Team’s call for environmental renovation, Li also demanded that Guiyang should mobilize more citizens and private participants around the shared goal of water environment management and project supervision, and take solid steps of ecological environmental protection to build a community of shared future.
