4 Projects of CWEG Included in the Fourth Batch of PPP Demonstration Projects of the Ministry of Finance
2018-02-06 Recently, the Ministry of Finance disclosed the fourth batch of 396 PPP demonstration projects, amounting to RMB 758.8 billion in investment. 4 projects of CWEG have been included in the list (see the table below). So far CWEG is responsible stewards for a total of 15 influential PPP demonstration projects of the Ministry of Finance, ranking first in China’s water environment industry.
Since 2014, the Ministry of Finance has been playing a pioneering and exemplary role through launching a batch of PPP demonstration projects annually. The projects implemented by CWEG have been successfully included in the list for four consecutive years, among which its Nanming River Water Environment Management Project and Dali Erhai Lake Water Environment Management PPP Project have been promoted nationwide in the 2017 New Year Video of the Ministry of Finance.
A few days ago, the China Center under the Ministry of Finance issued a paper recognizing the positive achievements made by the first three batches of PPP demonstration projects, stating that many of good practices and patterns are now being promoted and replicated, amplifying the demonstration effects. The paper, in particular, praised CWEG’s Dali Erhai Lake Water Environment Management PPP Project as a model that reaps economic, social and environmental benefits, proves the advantages of PPP model, and boosts the confidence of all parties to promote PPP reform.
It is learned that the review for the fourth batch of PPP demonstration projects imposes higher requirements on PPP standardization, accompanied by stricter selection criteria but more reasonable project number. Compared with the third batch, project number and investment of the fourth batch separately decreased by 23.3% and 35.2%, and the rate of eligibility dropped from 44% to 32.3%, while priority was given to PPP projects participated in by private partners and creating good profits on their own.
In accordance with the national strategy, CWEG will give full play to its pioneering and exemplary role in demonstration projects and “leaves professional fields to experts”, so as to improve both the quality and efficiency of public services, helping standardize the PPP industry.
