Gao Zhihong, Secretary of the CPC Dali Municipal Committee, Praised CWEG’s Jiading District Nanxiang Underground WWTP Project for Providing Experience for PPP Study and Practice
2018-08-06 On the morning of Aug. 3, an 8-person delegation led by Gao Zhihong, Secretary of the CPC Dali Municipal Committee, and composed of Professors Kong Hainan and Wang Xinze from the School of Environmental Science and Engineering (ESE) at Shanghai Jiaotong University (SJTU), investigated the Shanghai Jiading District Nanxiang Underground WWTP built and operated by CWEG. CWEG Vice President Shao Yanqing, CWEG Yunnan Division General Manager Meng Jianwei, and CWEG Shanghai Jiading Division General Manager Chu Wuyue accompanied the delegation on the investigation.
At the Nanxiang Underground WWTP, the delegation investigated carefully the wastewater and sludge treatment processes, noise and odor control, and ecological landscape, etc. They gave unanimous praise to the WWTP for its high-quality effluent, ecological reuse of reclaimed water and ingenious ecological landscape design. The WWTP is built on CWEG’s fifth generation of innovative underground WWTP system, a combination of “eco-friendliness, land intensiveness and resource utilization”, creating huge environmental, social and economic benefits.
Later, the delegation convened a seminar and listened carefully to the introduction of the Project’s implementation progress, construction highlights, and operations management, etc. A series of discussions on PPP project implementation experience (e.g. return mechanism, transaction structure, performance appraisal metrics and system, and investment and financing model) were carried out in a warm and friendly atmosphere. In particular, the delegation asked about the WWTP operation assessment mechanism (including assessment cycle, assessment department, assessment process) and water fee collection (e.g. fee basis).
Gao remarked that as the first urban underground WWTP in Eastern China, the Nanxiang Underground WWTP is doing its part to improve the water environment, while being harmonious with the surrounding environment and ingeniously solving the NIMBY problems, setting a good example for the industry. On top of that, the WWTP as one of the first PPP demonstration projects of the Ministry of Finance also provides a wealth of precious experience for PPP study and practice, which enables better decision-making among the municipal committee and government. He hoped to see more highlights in the WWTP during its future operation with the strong technical support of CWEG, continuously making it a benchmark project to reassure the government and people.
