Jiading District Deputy Head Cai Xiaofei: Building the Nanxiang Underground WWTP into an Epoch-making High-quality Project
2018-08-08“We must always equip ourselves with a sense of history and responsibility, and enhance our awareness of quality to build the Nanxiang Underground WWTP into an epoch-making high-quality project,” stressed Jiading District Deputy Head Cai Xiaofei during his investigation tour to the Shanghai Jiading District Nanxiang Underground WWTP on the afternoon of Aug. 7.
The 7-person delegation mainly investigated the ecological landscape, water environment science museum, mormothermic sludge belt drying process, odor removal system, and WWTP construction and production, etc. Cai Xiaofei highly praised the Nanxiang Underground WWTP for its advantages of“eco-friendliness, land intensiveness and resource utilization”, saying that the WWTP is an exemplar project of the 21st century.
In a subsequent seminar, the delegation was fully briefed on the WWTP’s construction progress, operation planning and further work, and the general offices of various bureaux and committees in Jiading District put forward some valuable proposals. According to Cai Xiaofei, the Nanxiang Underground WWTP Project has two distinctive characteristics. “On one hand, as Shanghai’s only PPP demonstration project, its success has proved the PPP model’s viability in Shanghai. In this project, all the treatment facilities are buried underground with the aid of CWEG, and factors like ecological environment construction and people’s satisfaction are taken into account from a long-term perspective, creating significant social effects. On the other hand, this project has fully demonstrated CWEG’s outstanding management ability, for it has made solid efforts as per the PPP contract.”
Cai Xiaofei also raised his hope and requirements at the seminar: first, civil engineering work should be strengthened to ensure project quality and thus benefit the generations to come; second, stringent odor removal standards for wastewater treatment tanks should be imposed and performance assessment should be conducted based on “checking indicators and smelling”; third, the science museum should focus on publicizing the knowledge regarding wastewater treatment, especially the process of turning wasterwater into clean water, to students, and meanwhile, consider exhibiting the direct drinking water system to get acceptance from people; last, landscape greening signs and directory signs should be set up.
Cai made it clear that the district""s sewer pipe network will be planned as a whole and the 50,000 t/d treatment facility of this project will be installed and put into use soon. He hoped that CWEG can collaborate with Jiading Chengfa Group to build the WWTP into a benchmark project of Shanghai and even China, while ensuring its long-lasting operation.
Leaders from the General Office of Jiading District People""s Government, Construction and Management Committee of Jiading District, Planning and Land Resources Department of Jiading District, Environmental Protection Department of Jiading District, Water Authority of Jiading District, Greening and City Appearance Administration of Jiading District, and other relevant departments, participated in the investigation. Leaders of Nanxiang Town, Jiading Chengfa Group and CWEG Shanghai Jiading Division accompanied the delegation on the investigation.
