Dali CPPCC Key Proposal Attaches Great Importance to Quality Supervision of the Dali Erhai Lake wastewater Interception PPP Project: CWEG Praised for its Work Done in Protecting the Erhai Lake
2018-08-28On the morning of August 27, an inspection team composed of 26 committee members who jointly submitted the key proposal No. 131469 at the First Session of the 13th CPPCC Dali Bai Autonomous Prefecture Committee, and leaders from departments including the Dali Prefectural Environmental Protection Department and Dali Prefectural Housing and Urban-Rural Development Department, inspected the Shuanglang Underground WWTP as part of CWEG’s Dali Erhai Lake Water Environment Management PPP Project. Meng Jianwei, General Manager at CWEG Dali Division, introduced the project’s construction progress and operation status.
The proposal No. 131469 entitled “Proposal on Attaching Great Importance to Quality Supervision of the Dali Erhai Lake wastewater Interception PPP Project”, submitted by 26 committee members including Zhao Zhongzhu at the First Session of the 13th CPPCC Dali Bai Autonomous Prefecture Committee, is listed as a key proposal of the Dali CPPCC and will be supervised and handled by Dali CPPCC Vice Chairman. The Dali Erhai Lake wastewater Interception PPP Project now has become a key project closely tied to the Dali prefectural government’s work arrangement and people’s livelihood.
During the inspection, Meng Jianwei briefed CPPCC members on the project and its wastewater interception and control system, as well as the Shuanglang Underground WWTP, wastewater collection progress and trial operation. This WWTP uses CAST technology, high efficiency sedimentation tank, and a series of leading environmental protection technologies like highly-efficient solid-liquid separation system, precision aeration system, and composite biological odor removal technology, to produce effluent exceeding the highest discharge standard in China. The effluent is partly recycled or purified in the ecological treatment pond for agricultural irrigation.
At the WWTP, CPPCC members also learned about various wastewater treatment technologies, and checked carefully the treatment equipment and facility being put into operation and commissioning.
They highly commended CWEG for its leading underground WWTP system, high-quality wastewater interception PPP project and achievements in the protection and management of the Erhai Lake. According to them, the PPP model is not only for solving the problem of capital shortage, but more importantly, for securing a good PPP project by “leaving professional fields to experts”, in which the government is mainly responsible for project oversight and management, and the part of construction and operation is left to the private partner.
